UEMOA: la BCEAO apporte son soutien à l’initiative d’émission de Bons Covid-19 des Etats membres

Le 21 avril 2020, la Banque Centrale des Etats d’Afrique de l’Ouest (« BCEAO ») a publié un « Avis n° 006-04-2020 relatif à l’émission de bons du Trésor dénommé « Bons Covid-19 » par les Etats membres et leur refinancement sur un guichet spécial à trois mois de la BCEAO ». Cet avis permet aux Etats de mobiliser à court terme et à un taux avantageux des ressources financières sur le marché régional avec une forte incitation à l’endroit des banques.

On 9 April 2020, the ICC International Court of Arbitration (“ICC Court”) published a “Guidance Note on Possible Measures Aimed at Mitigating the Effects of the COVID-19 Pandemic” (the “Guidance Note”). The Guidance Note encourages greater use of virtual hearings while drawing attention to the numerous potential pitfalls involved in such hearings.
