Bakary is mainly involved in public procurement, public-private partnerships (PPP), governance, and advising on institutional and legislative developments in Africa. He has solid experience in supporting public institutions as well as in advising private players in Africa.
Bakary has developed significant experience in international procurement and PPP standards.
He recently published a book on the comparative law of public procurement within the WAEMU zone.
He regularly contributes to elaborating strategic development programs and drafting texts related to PPP, public procurement and regulated sectors (particularly water and electricity) in Africa.
Bakary is also on the Paris Bar list of Sports Attorneys.
