Olivier has over 25 years of experience in Africa, particularly in international investment law (including free trade zones), public and sectoral reforms (PPP in particular), and has worked extensively on matters governed by OHADA law since the Uniform Acts came into force in 1998.
Selected Experience:
- Advising VITIB, the Ivory Coast Technology Park for its legal and institutional reform.
- Advising Cote d’Ivoire Ghana Cocoa Initiative in legal analysis for Cote d’Ivoire and Ghana of the new European legislations related to the cocoa sector.
- Advising the Gabonese company Trianon Homes in the drafting and negotiation of contracts for a real estate development project in Gabon and in the raising of funds (equity) to enable the development of the said project.
- Advising Financing Access Congo for the implementation of two PV concession contracts in the DRC (2 x 130 MW). Assistance to the local authorities for the negotiation of the concession and PPA contracts and to an international operator for the development of the project.*
- Advising the Zone Franche de Nouadhibou. Drafting of a preliminary assessment and a budgetary sustainability study for the concession of a WWTP for the discharge of fish plants. Advising for the PPP procurement process.*
- Advising the founding partners of a textile factory in Madagascar Ultramaille SA, export processing zone, to negotiate the exit of an investment fund from the company’s capital.*
